The first suggestion is that it was written to believers residing in Jerusalem. There are three reasons to reject this view. First, in 2:3–4, the readers did not personally hear Jesus speak, but it is very unlikely that there were persons within the Church of Jerusalem who had not heard Jesus speak. Second, the readers are known for their charity (6:10; 10:34), but the Church of Jerusalem was known for its poverty.
